Myth: up to 48% means 48% on everything. Reality: do the arithmetic on the top row. ৳38,888 on ৳1,00,000 is under 39%. So the percentage appears to shrink at the higher end of the table, and the 48% applies at the lower end. That is normal for tiered offers, and it is exactly why up to is the most important phrase in any banner.
